Russian and U.S. scientists have been collaborating for two hundred years, but little has been written about the practices that best enable them to work together in ways that are productive for both sides. We propose to create an inventory of successful collaborative research projects in the last ten years that have brought together scientists from the two countries. To do this effectively, we will develop clear criteria for evaluating programs, not only in terms of their outputs, but also in terms of their process and the developing of increased understanding with potential for further collaboration.
